Abstract (EN)
It is observed that the effects of climate change are gradually increasing in different areas. It can be said that these effects occur as natural disasters, drought and changing temperature values. Cities come across as one of the places where climate change effects are felt. In this study, flood, which is one of the variables affecting the city, is examined. The aim of the study is to examine the relationship between floods, climate change and urbanization. Rize is the place where annual precipitation falls the most in the Eastern Black Sea region. Therefore, the scope of the study consists of the provincial center of Rize. In the study, the flood that took place on September 24, 2011 in Rize is basically examined. This flood is thought to be a turning point for the provincial center. It is possible to say that the decisions taken at the time of the flood and after it were not seen before. In this context, case study, which is one of the qualitative research patterns, is used. The reason for using this method is due to the desire to examine the subject thoroughly. Observation and interview tools were used in the determined case study method. The study, shows that there may be a link between urbanization and climate change. It is seen that the changes experienced in the precipitation regime and the urbanization of stream beds are the main reason of the urban floods. The opinion is formed that urban floods are not a ploblem small enough for a single actor to solve. It is possible to say that actors at regional and local level are working on some issue. As a result of all these outputs, it is thought that this study will make an important contribution in terms of bringing the causes amd consequences of the city floods that occurred and will come to the literature.
