Abstract (EN)
The production of the goods and services that people need is ensured via a global financial system that depends on capital accumulation. This system unrestrictedly utilizes natural resources and the environment for the sake of sustained production and capital hoarding, regardless of the consequences on other people. In the current system, the production process essentially relies on fossil fuels such as oil and coal. The consumption of these fuels results in the release of carbon, which eventually ends up in the atmosphere. Increasing concentrations of carbon in the atmosphere trap sunlight for longer durations, thereby increasing the average temperature. This carbon-induced warming leads to changes in land, water and glacial masses. Changes that occur in land, water and glacial masses make it impossible for humans to sustain their lives in their own habitats. While sea level rise, a direct conseuquence of glacier meltdown, deteriorates their habitats, extreme droughts results in severe problems such as food and water shortages. It becomes inevitable for humans to abandon these disaster-stricken areas as a struggle for existence. This may prompt mass migrations for millions of people that live outside the mid-latitude regions. A migration of such a scale has never occurred over the whole course of human history. The areas that climate migrants, leaving their own land, will prefer to settle into to sustain their lives will be European Union countries and Turkey, temperate climate countries that are relatively less likely to be affected by the climate change. Mass migration movements, induced by climate change, will give rise to unpredictably serious financial and social problems, varying in severity and scale, across host countries. The citizens of host countries as well the migrants will have to cope with these problems all together. The way for governments to deal with such issues is to incorporate updated social security applications. Given that social security is a human right, providing every single individual with access to social security benefits without an obligation to contribute to the system will lead into economic problems. Taking the principle of transferability, as is in international agreements, into account, the incorporation of climate migrants into social security programs will globally transform the administration of social security benefits. The expansion of social security from a national to a global scale will correspond to ensuring social security protection against the global risks of climate change. Countries responsible for climate change will financially and socially be impacted by climate change, whether directly or indirectly. The severity of the financial problems posed by climate change may be unbearably high for states. Depending on the frequency and severity of calamities, social security systems may end up in a dysfunctional state without the capability to offer benefits at all. Yet, sustaining economic activites in a similar fashion is accelerating the process. The introduction of resources, much needed by the planet itself and its own species, into global markets by the capital accumulation model will eventually render the model useless and cause its downfall.
