Although the issue of economic development has begun to be examined more systematically after the Second World War, the level of development of countries has been the subject of research before this period. These researchers are often based on a different perspective of researchers and thinkers. Ibn Khaldun and Adam Smith are known as two different thinkers. The two thinkers who have lived in different times and in different geographies in our work have in fact tried to show that there are not very great differences between them. We have tried to express as much as possible in this thesis that we are both different in terms of both economic and moral values but how the same idea approaches each other. At the same time, unaware of each other form of written Muqaddima and reach the Wealth of Nations also works to the benefit of society and the sole purpose is noted that people hoping to catch the articles from different perspectives.
