Abstract (EN)

The idea of provincial development in Turkey has essentially emerged in the early 2000s, although it has been one of the topics on the agenda since the beginning of the planned period. Provincial development plans which include the planning of all aspects of provinces which are the main units in the development and progress of the country, are effective in reducing the inequalities between the provinves while developing the planned province when it is implemented successfully. In this study the social, agricultural and environmental-spatial dimensions of the province of Bolu are discussed in historical and descriptive method in terms of goals set forth by provincial development plan. In this context ,the plan, planning and provincial development plans and explanations of the theories that will contribute to the examination of the study are mentioned. Also in the research part of the study, the aims in the period when the plan was prepared are classified according to the years and at the end of the section whether these goals were achieved. And it is concluded that, although it was prepared with a broad participation, the Provincial Development Plan is disregarded and its goals haven't been achieved.
