Analysis of the relationship between the administrative competence levels of the provincial directors of national education and the educational development of the province

This study aims to examine whether there is a relationship between the administrative competence levels of provincial national education directors and the educational development of the province in terms of various variables. This research was conducted with an explanatory mixed design. The descriptive method, which includes both qualitative and quantitative data collection and analysis processes, was used in the research. The study was carried out with maximum variation and criterion sampling methods. The research was conducted on a sample of 1034 administrators, including provincial national education directors, district national education directors, branch managers and school principals, who are working in 10 provinces representing each region in Turkey. The data of the research were collected with the "Educational Development Scale" developed by the researcher, the "Administrative Competence Scale" developed by Aksoy (2012) and a semi-structured interview form. The findings show that the managerial competencies of the provincial national education directors are at "moderate" level both in general and in all dimensions. The "humanistic competence" aspects were found to be stronger than the "conceptual" and "technical" competences by a very small margin. The contribution of provincial national education directors to the educational development of the province were evaluated at the level of "contributed" by the participants. At the end of the study, it was revealed that there is a positive, significant and "high" level of relationship between the administrative competence levels of the provincial national education directors and the educational development of the province, both in general and in terms of dimensions, and that administrative competence is a predictor of educational development.
