Management structure of the district municipalities, problems and solution proposals: The case of Doğanşehir municipality

The changes in the Turkish administrative system have led to very important results in both the central government and local governments. Many regulations covering local government bodies which operate under the central government exists in Turkey. Municipal Law No. 5393, 5216 numbered Metropolitan Municipality Law and the latest Law No. 6360 has caused significant changes in municipal structures. The district municipalities serving under the metropolitan municipalities in our country were also greatly affected by these legal arrangements. This study explains the municipal structure in our country by focusing mainly on the current conditions of the district municipality. Bu bağlamda, ilçe belediyelerinin kurumsal yapısı üzerinde durulmuş ve son yasal düzenlemelerin ilçe belediyeleri üzerindeki etkisi açıklanmıştır. Within the framework of these foundations, research questions have been formed based on the district municipalities and Doğanşehir Municipality. In order to find answers to the research questions, face-to-face interviews were conducted with the staff of Doğanşehir Municipality and data were obtained. The data obtained were analyzed on the common denominator within the scope of district municipality. In conclusion, the legal regulations for municipalities in Turkey, especially those pertaining to district municipalities were found to be inadequate. On the basis of Doğanşehir Municipality, the problems encountered in the municipalities in our country have been identified. It was seen that the district municipalities were weakened and restricted to legislation and The necessity of changes or innovations has emerged especially for Doğanşehir Municipality.
