Abstract (EN)

Regulation Regarding Fundamentals For Performing Plan with the number of 4880 that is prepared according to Building Code with the number of 3194, is prepared with the aims of restoring physical environment that influences individual and family happiness and social life in relations of human, society, environment into a healthy structure, directing selection of place and development tendencies of investments and determining within which fundamentals the plans in any kind and scale, that will be prepared in order to determine protection, using balance of the land in most rational way and amendments on these plans will be performed. With this regulation, within this aim, some standards are brought for technical and social infrastructure. According to these standards, within the determined population intervals, density value is determined as a standard for primary education schools and 4 is determined as ?Person/Parcel Area (m2 )? value. Additionally, in planning a standard is considered for access distances for primary education schools. With this value, for a primary education school, it is foreseen that population that stays within 1000 m diameter of neighborhood can benefit from this school. In this study, by taking primary education schools within Istanbul city, Fatih district as sample, efficiency in terms of accessibility distance that is considered in standard value and planning principles that are mentioned in the regulation is analyzed by geographical information systems. In the analyses, it is seen that parcel areas of primary education schools in the district is able to reach to the value that is determined in the regulation in only one ward, for the other 68 wards this is below the standard value of 4. But in intermediate distance analyses that are made for accessibility, it is seen that average value of current distances is ~504 m and compared to the value of 1000 m of dimension that is foreseen to be considered in planning principles access stays in shorter distance and that it is efficient. In these analyses; it comes to the conclusion that as well as the fact that population does not indicate a homogeneous distribution throughout the district has an impact; while determining standard value, taking parcel area as the base, supports inefficiency of this value; also in selection of place for construction of primary education schools, distance of ~ 1000 m diameter is not considered in displacement to current school buildings.
