Abstract (EN)

The purpose of this study is to determine on the transformational and transactional level of leadership skills that primary school administers have , the teachers? thoughts on which level the administers? behaviors are perceived and also to determine on the relationship between teachers? organizational justice perception and primary school administers leadership styles.In this study singular and relational survey models were conducted for the purpose of the research. After the related literature survey is done, the five likert scale application is chosen to determine the school administers? organizational justice proficiencies and their levels of having transactional and transformational leadership features. To conduct on the purpose of this study consists of 2522 public primary school teachers in central districts of Sakarya for 2009-2010 educational years. The sample of the survey was selected with the random sampling method as 410 teachers from this population.According to survey results, the level of administers? transformational leadership and transactional leadership properties are in the level of ?sometimes?. and school administers? behaviors are perceived ?usually? fair by teachers on the way of both the relationships between administers and also between employees. It is seen significant differences in the ?branch? variations of demographic features in transactional leadership and also there are differences in organizational justice in the terms of ?seniority? and ?branch? varieties. There is a positive and medium level relationship between total organizational justice perceptions and transformational leadership perceptions. Moreover, it is found that there is a low and positive relationship between transactional leadership and total organizational justice perception. Also there is a positive and medium level relationship between justice of relationship with administers and transformational leadership skills. Moreover, it is found that there is a low and positive between transformational leadership and relationship among the employees.Nevertheless, when the relationship between leadership skills and perceived organizational justice skills it is seen that the relationship between organizational justice and transformational leadership is more than the relationship between transactional leadership. So it can be suggested the need of providing about administers giving importance to transformational leadership more than transactional leadership skills. For this purpose some seminaries can be organized for administers to develop their transformational leadership skills. Because the survey?s limited city is Sakarya, a similar survey can be applied for other cities and in the private schools. Furthermore, research results should be supported by qualitative researches.
