The relationship between the bureaucratization level of elementary schools and teacher?s organizational commitment (Case of Ankara)

In this study, the relationship between the level of bureaucratization in dimensions of schools? hierarchy of authority, rules/ regulations, objectivity and procedural characteristics and levels of affective commitment, continuance commitment, and normative organizational commitment of teachers is investigated according to the opinions of teachers teaching in public primary schools in central districts of Ankara.The sample of this survey type research includes 454 teachers teaching in public primary schools in central districts of Ankara in 2008- 2009 academic year. There are two data gathering tools which are used to determine the fulfillment level of the schools? bureaucratic characteristics (the hierarchy of authority, rules/ regulations, objectivity, continuance commitment, procedural) and levels of affective commitment, continuance commitment, and normative organizational commitment of teachers. The data are analyzed thorough SPSS 15 program and mean, standard deviation, Pearson? correlation coefficients are calculated and multiple linear regression analyses are conducted.The findings of the study are: there is a middle level of bureaucratization in primary schools. The dimension of procedural characteristics has the highest level of bureaucratization. Moreover, the rules/regulations, and objectivity dimensions are have the less level of bureaucratization, respectively. The lowest bureaucratization level is found in dimension of hierarchy of authority.The teachers? organizational commitment characteristics from highest to lowest are found as to be affective commitment, normative commitment, and continuance commitment.There is a middle level and significant relationship between the bureaucratization level of primary schools and teachers? affective and normative commitments. On the other side, there is a lower level and significant relationship between bureaucratization level and continuance commitment of teachers.Keywords: Bureaucratization, organizational commitment, affective commitment, continuance commitment, normative commitment.
