The primary objective of this study is to find out whether the time allotted by primary school directors for their administrative duties and their being influenced by the factors hindering effective time management are affected by variables such as age, gender, education level, total length of service, administrative seniority, appointment type, whether they received training on administration, the source of the administration training and whether there is relationship between the time allotted by primary school directors for their administrative duties and the factors hindering effective time management.In this research, which was designated as investigation model, ?Administrator Duties Scale? which was developed by the researcher and ?The Factors Hindering Effective Time Management Scale? which was developed by Aksoy have been used. The research data have been collected using questionnaires from 130 primary school directors in Gaziosmanpaşa, Şişli and Fatih districts of İstanbul in 2006-2007 academic year. The data have been analyzed statistically by ?arithmetic mean?, ?T-test?, ?one way variance analysis?, ?LSD test? and ?Pearson Correlation Coefficient (r)? on the computer using SPSS pack.The research has revealed that the time allotted by school directors for administrative duties is ?much? at all the lower dimensions, and the degree of their being affected by factors hindering time management is generally ?average?. It has been found that there is no significant difference between the time they allot for their administrative duties according to variables gender, education level, total length of service, administrative seniority and appointment type whereas there is significant difference according to variable whether they received training on administration. No significant difference has been found between their degree of complaining about time management obstacles according to variables age, gender, total length of service, administrative seniority, appointment type and whether they received training on time management whereas significant differences have been found according to variables education level, whether they received training on administration and the source of the training on administration. In the study it has also been found that there is negative correlation between ?duties related to staff services? and ?prolonging of the meetings needlessly?. Moreover another negative correlation has been found between ?the excessive amount of the documents to be read? and ?student services.Keywords: Time Management, Administrator Duties, Primary School
