The Views of primary education school administrators and teachers on "regulations governing the approgntment and displacement of administrators of educational institutions which are subject to the ministry of education"

Ill SUMMARY The aim of this research is to mentioning of the thoughts recommendations of principals and teachers of primary schools on the existent applications of appointment and changing the place of principals and teachers of primary schools. The samples of the research are composed of 299 teachers and 70 school principals on duty in Ankara Province, center districts. The data has been gathered with the "Evaluation Inquiry of Appointment of Primary Schools Principals and Changing their Duty Places", applied and directly developed by researcher, taking the basis of provisions of "Regulation on Appointment and Changing the Duty Places of Principals of Education Institutions, Dependent on Ministry of National Education" In the research, it has been researched whether participation levels has showed difference with regards of position, sex, school graduated, professional seniority of participation level of school principals and teachers into the existent regulation. It has been experienced that school principals and teachers have mostly participated into this regulation and it has been also experienced that there are some people, who do not participate, on the rate of 28.1 % and 32.1 %, to the articles of "Ta have been rewarded by Document of Appreciation or Wage" and "Having a published work in the field of Education, training, administration, business management or in professional fields thereof of the selection reasons. It has been also experienced that there are some people, who don't participate into articles, concerning appointment and changing the duty place article of 5.7, mentioning "Principals, who appointed by Ministry, are appointed by the commissions, formed in structure of Ministry" with rate ofIV 47.6 %, and the article 5.8, mentioning "Principals, who appointed by Governorship, are appointed by the commissions, formed in structure of Directorate of Province National Education" with rate of42.1 %. It has been found out that there is no difference on the participation levels of School principals and teachers to the general conditions but there are some difference on the participation levels to the special conditions of articles 3.1 and 3.2, selection reasons of the articles of 4.1 and 4.2, changing the duty places articles of 5.1 and 5.6. It has been found out mat there is difference on the participation levels of general conditions articles of 2.1,2.5,2.6, 2.7 and 2.10, special conditions articles of 3.1 and 3.2, selection reasons articles of 4.1, 4.2, 4.3, and 4.4, appointment and changing duty places articles of 5.10, 5.12, 5.16, 5.17, 5.17 in accordance with sexes of school principals and teachers. It has been found that there is difference on the participation levels of general conditions articles of 3.3, special conditions articles of 3.3, selection reasons articles of 4.2, appointment and changing duty places articles of 5.2 and 5.17 in accordance with their schools graduated. It has been found out that there is difference on the participation levels of general conditions articles of 2.1, 2.7, 2.8, 2.10, special conditions articles of 2, selection reasons articles of 4.2 and 4.4 in accordance with professional seniority of school principals and teachers.
