Govermental programmes and implementations at primary education

In the search, it has been aimed to evaluate the primary education policies of ruling governments until today and also in 1980; the policies and implementations on the issues of educational programmes, teacher training, student, budget and educational environment etc. of those governments have been identified.The environment of the search is the primary education programmes of the governments ruling from 1980 and on. The environment also has been accepted as the sample. In this search, descriptive method has been used. The state archives including the educational programmes of those ruling government from 1980 and on have been searched; it has been tried to reach the official documents with the studies at the libraries of the Presidency of Publication Department and Board of Education and Discipline. A synthesis has been formed from the the former studies and the official informations which has acquired with the searches on related parts of Constitution of 1982, Laws, Councils, Development Plans, Annual Programmes, Budget Negotiations and Accomplishments Plans.According to the search, from the Establishment of Turkish Republic to our time, many governments have given a place to education ?and so primary education- in their programmes. Despite those governments have reached at the rates of aimed schooling, it has become difficult to reach at the level of aimed educational quality because of the lack of source, teacher, lecturer?, unbalanced educational range between the cities and rurals, immigration and physical disadvantages etc. It is observed that the use of internet and communication in educational field is not enough despite the reformations at education. The studies on resocialisation of the children who need private education are limited.At the end of the search, the suggestions which are made by searcher take place.Key Words: education, primary education, programs, government programs, government programs at primary education
