Analysis of inequalities among schools in the primary student success

The purpose of this study is to analyze inequality situation among the primary schools in terms of academic success and determine the regulations which will reduce the success difference among schools in the country. For this purpose, the school average of 2010 SBS, findings of PISA and data obtained from the semi-structured interview form were used. Study group consisted of leading NGO?s including AÇEV, EĞİTİM-SEN, EĞİTİM-BİR-SEN, ERG, EYEDDER, EYUDER, Türkiye Özel Okullar Birliği Derneği, TED, TEGV, TEV, TÜRK-EĞİTİM-SEN ve TEMSEN.In this study, the data, which were qualitatively and quantitatively analyzed, were carried out with mixed model. Arithmetic average, standard deviation and one way ANOVA were used in order to examine the differences among the schools and cities. In order to examine the inequality in the success distribution of schools, Lorenz curve was created and Gini Index was calculated. The suggetions related to reducing inequalities among schools were examined by means of descriptive analysis.The results revealed that success differences among schools in the counties were larger level than the success differences among the cities in addition to differences among cities in the success distribution. According to the study group, educational regulations in the distribution of public resources, teacher training, the rate of change of teachers, family training, early childhood training, school-family collaboration, exam pressure on the education system, training of academic leaders, evaluation and follow-up system should be made in order to be able to reduce success differences among schools at primary level. Participants suggested that it should be given priority to regulations such as teacher training, pre-school education and allocating resources to according to the characteristics of schools on the grounds permanent solutions instead of short benefits.
