The obstacles of total quality management aplications in elementary education (in Sakarya)

SUMMARY The Obstacles Of Total Quality Management Aplications İn Elementary Education (İn Sakarya) Key Words: Total Quality Management Education Diffucultys, obstacles To apply Total Quality Management (TQM) that came into our lives as a managerial philosophy is needed in the service sector because of the successes of TQM in the enterprises. In the service sector one of the places where TQM is applied mostly is our schools. The philosophy and the principles of TQM that are begun to apply in the schools with the instructions of the Ministry of National Education confront many problems which are structural, physical, cultural, psychological and about process and personnel. The aim of this research is to determine the difficulties confronted in TQM application in primary education and to find the solutions for eliminating these difficulties. While the first part of this research gives place to the theoretical knowledge, problem sentence, sub-problems, limitations and restrictions, the second part emphasizes the investigations about the subject. In the third part, there are the model of the research about research method, the pattern of universe investigation, the tools of data collection and the information presented under the titles of data analysis. The research data are collected by means of questionnaire after a wide literature scanning. In the research, the fivefold likert scale is used to determine the participation level of subjects in the questions on difficulties in TQM applications in the primary schools. The findings and the interpretations about the research appear in the fourth part and it is seen that nearly all of the causes that are indicated as the difficulties arising from TQM application in primary education are accepted by also administrators and teachers. In the last part of this research, the difficulties in TQM applications are presented. XIV
