Integration of family benefits within the scope of the international labor organization fundamental social security standards to the Turkish social security system: European Union comparative recommendations

The demographic change that comes with globalization and technology age leads to decrease in birth rates in the developed countries and to the growth of the elderly population. It causes very negative effects of aging society on country financing and social security expenses. In order to support women in employment and encourage them to have children, as a result, some assistance is provided to families in order to reach a young population again. Not only in the population, but also in countries where the income distribution is unbalanced, family benefits are very effective in preventing child poverty. The way in which the family benefits are fulfilled varies according to the systems of the countries. Some countries are financed by premiums and state contributions, and various countries are financed by taxes. In our country, some assistance is currently being implemented within the scope of this issue, but there is no valid and sufficient family insurance. In this study, firstly, the concept and scope of family aids were evaluated within the framework of ILO social security standards. The applications of family aids in Central Europe, Southern Europe and Scandinavian countries are presented with a literature review. n our country, the help that is considered to be a family benefit is mentioned and detailed information is given about these aids. Afterwards, a model proposal regarding family aids has been presented by considering the socio-economic conditions of our country. As a result of the study, the family aids applied within the scope of ILO standards in European Union countries were evaluated and a model that could be suitable for our country was presented. It is important to combine and extend the scope of assistance provided by various institutions in our country. Societies that view family benefits as state strategies build a bright future.
