Determination of implementation areas for zoning program with geographic information technologies and a new innovative LR model proposal

Urbanization, one of the most distinctive features of the last century, has brought with it many problems. Zoning plans are one of the most important tools developed to solve some of these problems. Directing urban development effectively through zoning plans is possible through zoning implementations. Although Land Readjustment (LR) stands out as an effective tool in the implementation of zoning plans, it is subject to much criticism as implemented in Türkiye. In this study, it is aimed to develop an alternative LR model that provides equivalence through development rights. The proposed LR model takes into account the LR models proposed in the literature. The proposed LR model is easier to apply than the value-based LR model and offers a fairer solution than the area-based LR model. For this purpose, a model is proposed for the use of Geographic Information Systems (GIS) in determining LR project areas and achieving healthy LR implementations. The proposed method was tested in Araklı district of Trabzon province. A significant amount of reserve area has been created in LR implementation made according to the proposed method.
