Relation between innovation, high technology and knowledge-based economy and economic growth: n application on to Turkey in Finland example

Abstract (EN)

When the historical process examined, it clearly can be seen, the first effort of countries which are aimed economic growth and development is determine and development of tools to provide resources for economic growth.Resources for economic growth, information, technology and innovation are the key role in the today's world named as age of information economy. The countries which are aware of innovation to growth and development of their own, start to follow policies which are supportive of innovation. Finland from the countries studied in the research, has made a steady change with universities and scientific research in the process of renovation from the late 1950s. When it comes to the 1980s, Nokia is an innovation reporter focused on innovation for the country. Middle of 1990s, the contribution of the private sector to national R&D works less than 60%; on the other hand, this ratio has passed 70% when it comes to 2000s. As a strategy for success, education, research and product development, knowledge- intensive business and industries are creating the essence of the innovation system of Finland which is investing in knowledge and expertise. Striving to promote the country as "advanced technology country" and it is emphasized that innovation is the lifeblood of this work. Development of institutions and societies preferred with " philosophy of innovation to live". Science and technology quest which is beginning with the planned term in Turkey, technology policy issues brings on the agenda in second, third and fourth plans but it limited because the applied research is not to any technological priority. 1990s in our country, science and technology policies studied and big steps taken for future periods. Our country keep up with information society in terms of social and cultural sense as a whole in 2000s.. Desired to be reached in the study that looking to innovation structure of these two country, creating the relation between economic growth and innovation and evaluating the general situation on our country according to Finland' results. In these countries, number of researchers, patent applications, increasing rate of investments and economic growth rate between 1984-2016 handled as data set in this study. Primarily, unit root tests of variations was done and stability is provided. Then, relation between patent applications and personnel number is examined by Granger Causality Test for this two countries. Finally, regression analysis are done taking the growth rate as the dependent variable and relation between growth rate and other variables researched. At the result of Granger Causality Test, although increasing the number of personnel causes the increasing of patent applications in Turkey, on the other hand, there is no relation like this in Finland. According to result of regression analysis taking growth rate as dependent variable, while increasing in investments increases the growth rate in Turkey, number of personnel and increases in patent applications does not finalized as growth. On the other hand in Finland, increase in all the variables discussed in research as meaning as increase in growth rate. Key Words: Science;technology;economic growth;Turkey;Finland;innovation
