SUMMARY The Strategy and Implementation of Internet-GIS As a reflection of passing to information age, the usage of information technologies has been a hot topic. Internet, in accessing information, has become the most effective global communication tool as well as being a technology altering human relation and social structure. Besides public and academic activities, important improvements in Geographical Information System (GIS) have also become fact and thus managing spatial data on-line has been possible. In order to form a web-based GIS system called as internet- GIS, implementation phases were determined. In this respect, phases of study including determining application strategies, analysis of requirements, conceptual design, choosing software and architecture, producing web-user interfaces and fixing the system in working order are examined. As an application, internet-based map service for Trabzon city is formed. Because, in Turkey, province-based administration is an integral element of central administration and the most important component for determination of planning strategies, prior to forming a nationwide, implementing a province-based map service is a sample study for requirements of nationwide projects aimed at different purposes like e- turkey. For internet-GIS implementation of Trabzon city, after it was determined that what quality and type of data can be used, these data was collected, depending on database design. Phases for building a map service were followed after the strategy and system requirements of the implementation were examined. Methods and techniques that will be used were determined and trabzon city database was presented over the internet with the helping of ArcIMS architecture. As a result of this study, an active platform was provided for decision makers and planners to manage spatial information and this information platform can be developed in respect of user requirements.
