Abstract (EN)
Cost and time overruns are the greatest obstacle in the building sector. It is one of the most significant hurdles to economic development. This industry in Iraq suffer from overruns of cost and time. Consequently, the current study explores the numerous causes of cost and time overruns in building projects. Forty factors were considered for this study and categorized into eight groups. The study approach employs three procedures, the first of which is the Delphi method, which is utilized to build the dataset for the inquiry phase. The second approach involves determining the score of each element using relative importance index (RII) in order to assess the influence of each factor, and the third method involves determining the relative risks ratio (RR) and odds ratio (OR) of the primary group of factors based on the cost and time overrun effect. Experts in the building sector were polled to identify the most significant causes of budget overruns. Using measures of frequency and severity, the most important contributors to budget and time overruns were identified.
