Abstract (EN)
With the globalization, the most difficult economic and social problem of the world economy is the problem of unemployment and employment. Since its inception, the European Union (EU) has included social policies and identified common strategies with the member countries for the unemployment and employment problem. One of the labor market policies included in these strategies is active labor market policies. Job and career counseling services, traditionally called career counseling, are an effective tool for implementing active labor market policies. Business and vocational counseling services have been seen as mediation and job placement services in the context of active labor market policies, especially for EU member states and even for EU candidate countries. Therefore, in this study, firstly, the concept of job and vocational counseling services is discussed together with its historical dimension. EU candidate countries and at EU level that the enactment process in Turkey and existing applications are examined. In terms of job and career counseling services available applications in the labor market integration process and emphasized the importance of Turkey to the EU acquis, the current legal regulations in Turkey were examined. Some of the EU member countries in considering job applications and career counseling services in Turkey on behalf of suggestions were made for further development.
