Abstract (EN)

The improvement of countries takes place with their development. The quality of development is evaluated with the concept of sustainability today. Sustainability of development is closely related to the extent to which employees, who are the main actors of working life, are protected against the dangers they will be exposed to due to their work. In order to protect the employees against the dangers they may be exposed to due to their work and to prevent them from being harmed, employers are obliged to provide preventive occupational health and safety services in international and national legislation. Within the framework of the new preventive approach to occupational health and safety, employers should benefit from expert services while providing this service. According to our legislation, it is possible for employers to fulfill their obligation to provide protective-preventive specialist services by providing them from within or outside the workplace. Common Health and Safety Units, which are also the subject of this thesis, are authorized within the scope of the private sector for outsourcing. However, it is discussed how effective and sufficient the common health and safety units are in providing occupational health and safety services. The number of studies examining this issue is limited. This thesis, it is aimed to experimentally reveal the effectiveness of the common health and safety units in the provision of occupational health and safety services and the level of satisfaction with the services provided. For this purpose, a field study was conducted by means of a questionnaire, and the efficiency level of the common health and safety units was tried to be determined comparatively by comparing the enterprises that receive the service from the common health and safety units with the ones that provide the service from the workplace with the "Occupational Health and Safety Services Efficiency Scale" created.
