Abstract (EN)
It is observed that there is also change in labor market as well as change in every area with the acceleration of globalization in the World and the development of technology. The development of technology brought the issue of increasing the characteristic of the workforce to the forefront and the importance of keeping face with this technological transformation has been increasing day by day. So, the education of the workforce has become necessary in order to keep up with the requirements of competitiveness and the age. Education is also important in increasing the standard of living of the individuals as well as taking part in the labor market. Vocational education which is effective in allowing individuals to enter the labor market and remain permanently in employment is at the forefront of policies that are now being applied to increase the employability of individuals. The most general definition of vocational education is to increase the qualifications of the individual and is integrated with the needs of labor market. The Turkish Employment Agency (ISKUR), which is one of the institutions that carry out vocational education activities in Turkey, organizes vocational education courses, on-the-job education programs and entrepreneurship education programs. In this study, these programs which were organized in Turkey and Sakarya in between 2010 and 2016 have been analyzed. With structured and semi-structured survey, this study was done by analyzing the data which was collected from participants as quantitative and qualitative. In the creation of the survey, scales and survey were benefited from the Scale of Vocational Training Assessment Scale of the Ministry of National Education and from scientific studies (graduate and doctoral dissertations) which were made in this area. The survey used in the study was originally constructed in accordance with the basic hypothesis of the research. The survey was applied to a total of 258 persons participating in İŞKUR Occupational Training Programs in Sakarya. Data collected by the survey were analyzed in SPSS v.24. The results obtained in this context were interpreted with the help of tables and graphs, and the sufficiency of on-the-job training programs organized by İŞKUR in Sakarya was evaluated.
