The analysis of vocational education activities in işkur and local authorities in the side of the relationship of education ?employment : The comparative analysis of Ankara İŞKUR city directorate and Ankara metropolitan municipality vocational education activities

There is a close relationship between vocational education, that is an important active labour force policy in struggling with unemployment, and employability, development, increasement of the welfare level, the efficiency of labour force and competition ability. The rapid changes in technology, production, management and competition conditions provide the information as a strategic value. Today the way of having a job or staying in employment have become directly proportional with the knowledge, skill and abilities . From now on, the expenditures in human resources named as human capital is accepted as an investment. Because of this reason, establishing the relationship between the education and employment has become one of the important emphasized topics nowadays.Our general and vocational education have faced very complicated and essential problems over the years. Although there are many actors in our vocational education system, there is no cooperation and coordination among these actors. Municipalities also have a part in providing vocational education and training the labour force in fields that the labour market have needs with İŞKUR and many other state institutions and organizations.In Turkey the resources allocated for the vocational education is not sufficient also these resources cannot be used effectively. On the other hand vocational guidance and consulting services cannot be offered efficiently and effectively. Institutional structures cannot be builded in monitoring labour force market and determining of the needsAction plans have been prepared in our country for establishing the relationship between education and employment, and national employment strategy were tried to be constructed. However, prepared national employment strategy could not have been implemented yet. In our vocational education system, Vocational standards and certification problems are continuining.In our country there is a need for a vocational education system determining the needs of the labour force market on time and in the light of the scientific data, producing quick solutions, sensitive to technological developments. The needed vocational education system should take education and employment in a holistic concept. The new system should become a dynamic structure in which social sides taking responsibilities and having duties, based on life long learning strategy. Vocational education system should be shaped in direction of the demands of the real sectors purified from politic effects . There is a need for the determination of labour market needs primarily in local level.
