مقاصد الإنفاق وتطبيقاتها في الفقه الإسلامي

Purposes (maqasid) are of great importance in Islamic jurisprudence (fiqh) and fatwa. They distance the jurist (mujtahid) from superficial thinking about issues and facts, and make him consider the secrets of the Shariah and its objectives in his fatwa. This takes him from the world of philosophical and conceptual theorizing to the world of application and implementation on practical reality of ijtihadi fatwa. Since Shariah considers all aspects of a good life and well-being, money is one of the means by which people's affairs are established and made right. In fact, the vast majority of necessities in preserving the general objectives of Shariah can only be achieved with money. Therefore, taking care of it, nurturing it, and spending it wisely are among the greatest means of achieving the great objectives of Shariah. This research revolves around attempting to uncover the objectives of legislation arising from financial transactions in its expenditure aspect directed towards others in sake for worshiping Allah, such as Zakat, donations, endowments, expenses, and others. The aim is to understand the secrets of Shariah and its objectives in these transactions to regulate and direct expenditure to its best rank and priorities according to the wisdom of Shariah. This is to avoid errors in understanding the texts of expenditure that are not intended and to rationalize spending to meet needs in accordance with a priority scale, starting with necessities, then needs, and finally luxuries. The study consists of six chapters, including an introductory chapter. The first four chapters focus on the theoretical aspect of the topic, where the types of purposes of spending, the benefits of considering them, their ranks, and the rules for achieving them were discussed. The last two chapters focus on the practical aspect of the study, discussing the intricacies of spending issues and the impact of prioritizing purposes. The study also formulates general rules for addressing spending issues.
