Abstract (EN)
In all around the world, unemployment is the major socio-economical problem that countries face no matter how developed they are. The people have become unemployed due to the fact that technology improves so fast and machines are substituted for labor force, thus various countries have adopted different approaches and policies in order to prevent the negative effects of unemployment and to protect the workers. Some of them are unemployment insurance, dismissal pay and unemployment relief. The most widely used policy among these is unemployment insurance. Unemployment insurance is a system paid in the case of unemployment and it becomes active when the person is unemployed.Countries have to implement various policies to remove effects of unemployment and compensate provisional loss of income. One of the basic instruments of these policies is the unemployment insurance. The unemployment insurance is a part of social state, because it aims at economic growth, ensuring social development and equitable and balanced distribution of income.The aim of the unemployment insurance is to temporarily compensate the loss of income a part or of a person temporarily and partially who loses his job without his will and fault despite he has the ability and eagerness to work, thus to prevent the person who losses his job and his family from getting into a tough situation economically, and to provide unemployed person a necessary education and service to find a new job during the time he is unemployed.In this study, as a measure of removing negative effects of unemployment, unemployment insurance has been discussed. In this context, after unemployment insurance implementations in some EU countries and the system in Turkey were compared, in conclusion, some solutions are proposed for a better unemployment insurance system in Turkey.
