Evaluation with statistical techniques of İstanbul Metropolitan Municipality in terms of social and finance

This thesis were prepared with aim of putting decision methods under uncertainty into practice in local governments. According to this aim informations about Istanbul Metropolitan Municipality, analysises about budget and Profile Research of Managers of Istanbul Metropolitan Municipality were included belove Istanbul and city management organisation.Istanbul were examined in headlines of location, natural structure analysis, climate, plant cover, population and migration, urban developing, economic state, social and cultural life and tourism.City management were expressed in a way from general to Metropolitan Municipality. Istanbul Metropolitan Municipality were taken in severals aspects: Municipality History in Istanbul; duty and authorities, organisation structure, human resources, physical resources, incomes and outcomes in name of fiscal structure. Before starting secondary data analysis budget outcomes were arranged monthly, yearly, subunit and unit based. Variance Analysis to subunits given spending authority, Time Series Analysis to monthly and yearly realizations, different predictions to both monthly data of first level of economic code and monthly and yearly realizations were done.In primary data analysis there were survey study examined on Managers of Istanbul Metropolitan Municipality. Questions about work experience, reasons of preferences job-public-IMM-Turkey, Department-Directorate-IMM analysis, pleasure level about IMM system, general pleasure, demographic-identity informations were in this part.
