Abstract (EN)
Today, the existence of companies and governments depends on their use of intelligence and counter intelligence practices. There are many different examples in history of governments. However, when the events and situations examined are evaluated, it is seen that there are differences between expressions and applications. For this reason, in this study; the current definitions and applications of intelligence and counterintelligence have been evaluated and tried to be defined according to the current situation. In addition, the existing models were evaluated on the basis of the definitions made, and a new model theory for intelligence and counter intelligence applications in the context of states was put forward.
