The development of intelligence as a sub-discipline and intelligence studies in Turkey: Perceptions, problems and solution suggestions

Information, which is an ancient phenomenon, came to be an area, including the Anglosphere, at the beginning of the 2nd World War, which will be in the information age. In this new medium where intelligence entered, it was crowned as the Ivory Tower of the Academy. The intelligence that managed to build a high tower for itself in the scientific field, however, due to the secrecy element it contains, has started to follow a routine line today as a literature that no longer repeats each other and cannot rise on the shoulders of giants, like new bottles of old wine in the Anglosphere. As a matter of fact, this stable situation has opened the door to new searches for Intelligence Studies, which is the complement of intelligence in academia, which understands the past, makes sense of the present and has a broad vision of predicting the future. At this point, the thesis work was born out of this search of the field and, subsequently, a kind of curiosity in which direction the journey could evolve. The academic course of Intelligence Studies in Turkey, which was chosen as the sample for the new academic stop where the study area can continue to progress, followed. It was seen that Anglosphere had a lot of influence on Turkish intelligence literature and as a result, an original literature could not be created. It was determined that this situation and circumstances did not allow intelligence to be an established discipline in the academy in Turkey, and also hindered the formation of an academic community related to intelligence. It has been found that the factors that negatively affect the development of the field in the country are the internal dynamics of intelligence perception and the problems of the intelligence system. Then, it was concluded that, despite the similarities between the course of Intelligence Studies in Turkey and in the Anglosphere, the field in Turkey lags behind due to the different political and socio-cultural development processes of the country. During the research, it was determined that the problems arising from these internal dynamics are experienced in many countries in similar ways and that they are not problems specific to Turkey. When the research was deepened a little, with the changes and developments in the country both in the academic field and in the field of intelligence, there were signs that the gap with the Anglosphere could close quickly. In order to close the gap, in the study, it was argued that the academic position of Intelligence Studies should be under the umbrella of the International Relations discipline, and it was emphasized that the importance of following the academic perspective not only in terms of academic literature or academics, but also in terms of education and curriculum. In addition, it was underlined that the importance given to intelligence education in recent years should also be shown to the training given in the civilian field in higher education.
