Abstract (EN)

People have been looking for better during years to make life easier. Thanks to many changes, different transformations in the world happens socially, economically and culturally. All these changes have effects on the new management systems which should provide solutions for the new necessities and matters. Therefore, a new system must be born. We call this change in management as ?good governance?. In this new system, there isn? t any the certain seperations between employers and employees, but employees are accepted as partners. This innovation provides people expectations come into realize more effectively in all aspects. This basic principles such as participation, oppennes, accountability, rule of way, equality, effectiveness, responsiveness, strategic planning etc. are indispensible to turn into the new administrial system and many changes in this way. Within this context, many researches in public administration have been doing for a better system in this modern era.This new system which was suggested by The World Bank? is supported the organization like BM, OECD, AB Turkey has started a new period to be integrated to the new system and to make new reforms since the beginning of 2000.
