Abstract (EN)
The population growth caused an increase in public transport and vehicle ownership. This leads urban roads to provide services that exceed their capacity and causes traffic problems. Various regulations are made to address traffic problems. The prior regulations are; altering the intersection management system, rearrangement of speed management, intelligent transportation system applications, two-way and one-way street conversions. Especially on urban roads, traffic flows from different directions are most often interrupted at intersections. This forces intersections to serve beyond their capacity and causes congestions. Congestion causes delays, time losses, and problems such as an increase in fuel consumption. Various solutions have been developed to eliminate the psychological, economic, and environmental issues caused by these problems in traffic. Intersection signaling is the most effective and economical solution for the intersections where there is not enough area to remodel geometry. Managing some streets as two-way or one-way street is another solution as well. In this study, Fevzi Paşa and Gazi Boulevards were observed, which is located in the city center of Izmir and converted to one-way from two-way system in 2017. The traffic data before the conversion were received from the Izmir Transportation Planning Studies and the data after the conversion was obtained through on-site observations. Performance of signalized intersections located in observed boulevards analyzed separately as two-way and one-way streets using the Sidra Intersection Program. Observations of two-way and one-way streets were compared according to delay, queue length, circuit times, fuel consumption, and emission values. Suggestions have been provided to ensure performance achievements at intersections.
