Abstract (EN)
This thesis consists of four chapters. In the first chapter; some fundemental definitions and theorems are given. In the second chapter; Isotrop plane geometry and invariants are examined. In the third chapter; Elemantary geometry of ısotrop plane is given. In the foruth chapter, Linear relations between the various circles in the isotrop plane are investigated.
