Abstract (EN)
The Occupational Health and Safety Law, which entered into the business life by being published in the Official Gazette dated 30.06.2012 and numbered 28339, has started to be applied to all businesses and workplaces belonging to the public and private sector, employers and employers' representatives of these workplaces and all employees including apprentices and trainees regardless of their field of activity. In the public institutions, the 6th article of the Law regarding occupational health and safety services and the 7th article of the Law regarding occupational health and safety services have come into force to be apllied on 01.07.2020. Within this scope, General Directorate of Land Registry and Cadastre (TKGM) has to start occupational health and safety services as of 01.07.2020. A sufficient academic study in conducting occupational health and safety services in the Cadastre Directorates of the General Directorate of Land Registry and Cadastre, which carry out cadastral activities has not been found so far. Due to the lack in this subject, a template of risk assessment was tried to be created by investigating the risks that personnel working in the cadastral offices may be exposed to or may be exposed to in the works and transactions they work in and the risks that may arise from these risks It is expected that TKGM, which always keeps pace with the changes and which is a rooted institution of Turkey, which is a member of the United Nations and is in the process of European Union candidacy, will take steps as soon as possible and to become one of the leading institutions of the country on occupational health and safety. The aim of this study is to make a risk assessment in accordance with European standards and to constitute the concept of Occupational Health and safety and to create an information guide that can be used as an example by managers and employees within the management organization chart of TKGM. The study consists of four chapters. In the introduction chapter, the importance of occupational safety in cadastral activities, purpose and scope of the study are explained. In the second chapter, the terms related to the concept of occupational health and safety are defined, the historical development of occupational health and safety is mentioned, the importance of occupational health and safety in our country and in the world is explained and the legal regulations on occupational health and safety in our country is examined. In the third part, risk assessment methods were discussed and the risk assessment method to be used in the application part of the study was decided. In the fourth chapter, a sample risk analysis was carried out by determining the dangers in terms of the regulations of the Land Registry and Cadastre General Directorate with the help of surveys conducted by the personnel working in the Directorates of Cadastre.
