Study on the renewal of cadastral maps: Erzurum regional directorate instance

The cadastre works which have started in Turkey after the foundation of the republic in 1920s, have been carried out by using various measurement techniques, with different standardization and legal basis. As a result of this, one if the significant problems in cadastre is that; present bases are not enough to provide the nowadays' expectations. However, in the first article of the cadastre law numbered 3402 in 2005 the aim of cadastre is defined as creating the substructure of spatial information system. In order to solve this problem and renovate the cadastre screw plates General Directorate of Land Registry and Cadastre (TKGM) started the project which is named modernization of land registry and cadastre (TKMP). With this project it is aimed to renew about 10 million parcels till the end of 2014. With this study, within the scope of the renewal of screw plates of cadastre in Turkey, to create the spatial information system by approaching the technique and legal sides, the necessity of a second cadastre consideration was aimed, and this was done by using an implementation sample. The works of Erzurum VIII. Land Registry and Cadastre Regional Directorate were examined. When the technical sides of renewal work were evaluated it was clearly understood that; the opportunities of private sector the renewal works have been done quickly, and the cadastre organization concentrated on control and inspection. Besides, it can be seen that; there are some deficiencies in the renewal works of cadastre. The most important one of these is that, the renewal works are not enough to enrich the existing cadastre data. Also, the renewal statue does not allow the devotion of property and land use conversation, this is one another deficiency. All of these block renewed cadastre data to show the actual state of the land. 3402/22 on the application of the cadastral map in terms of providing one to one mapping of land registry parcels in the parcel located in the cadastral sheet is a very useful addition to the renewal of work.
