The problems encountered in the renewal of the cadastral map: Konya/Ereğli example

People want to have control over territory which they need consistently. The most important purpose for people is that to have title to territory and to be protected this right by government. Property and related issues is adjusted according to different legal and religious rules for all society. Management, control and protection of immovable property create concept of immovable property and cadastre. Cadastre works which are done until today have been completed using different measurement device, different measurement techniques and different coordinate systems with legal and technique regulations on different times and different areas. Because of these differences, cadastral map sheets are far away from to give an answer to casual problems, future problems and to explain situation. Integration of the cadastral production which are produced by old technologies and techniques could not be successful while innovations come with improved technologies are used in cadastral works. Cadastre can't guarantee secure of immovable in terms of geometric and legal because of some reasons like a major part of information which is obtained cadastral works are old and useless, cadastral map sheets don't have any coordinate systems and/or contradicts with country coordinate system. Therefore, it is far away from to provide solution and to base service of investment and engineering. With the aim of to solve the problems related with cadastral map and renew, endeavor is continuing in our country. However, this endeavor includes deficiency in terms of social, content and scope. So, this works should extend to integrate second cadastre considering scope and content. This paper is prepared as graduate thesis and includes eleven parts. At the introduction part, literature search is introduced as giving information about concept of cadastral, Turkey's cadastral, historical development of cadastral organization and Turkey's contemporary cadastral situation. After that part, types of cadastral, problems which are related with cadastre and works on renewing process is explained. Finally, solutions for Konya/Ereğli 3402/22-a application which is the main subject of this thesis will be presented considering negative and positive effects, application circumstances, renewing and extending the concept of second cadastre.
