Özet (EN)

In this thesis it is aimed to investigate limitations and the existed possibilities which facilitate and supply for the visualization of 3D cadastre. For this purpose; it has been conducted firstly the analysis of the studies which is about this topic in the World. For this analysis, it has been examined the literature created within the group and the survey carried out by the International Federation of Surveyors (FIG) 3D Cadastre working group in 2010, 2014 and 2018. In addition to the studies in the world, it has been determined that studies are being planned for 3D visualization of the cadastral in Turkey. In February of 2018, the General Directorate of Land Registry and Cadastre (TKGM) announced a project entitled "3D urban models and Cadastre project".. In December 2018, TKGM went out to tender for the first package of its project titled "production of 3D city models and creation of 3D Cadastre bases". According to the detailed project and tender documents examined in detail at the dissertation study, it has been determined that the first packages contracted out of this project, which are planned to take 4 Years, cover a total of 14466 sheets of 1/1000 scale and 32762 architectural projects. Within the scope of the thesis study, the usability of different spatial data models for 3D visualization of cadastral survey has been investigated. As a result of examples of overseas and the study of the 3D cadastre project of TKGM in Turkey, the data models that can be used for cadastre have been determined as CityGML, IFC, IndoorGML, LandXML and LADM. Finally; within the scope of the thesis the sample applications was carried out. Thus, different models of 3D modeling and representation alternatives have been introduced considering the different approaches of the countries ,the projects planned in Turkey and the spatial data models studied. CAD-based, CityGML-based and web-based approaches stand out for their usability in modeling buildings and 'individual unit'. In addition; at the 3D visualization of the cadastral data, which is the main purpose of the thesis, by using 3D PDF, Nasa World Wind, Cesium, Terra Explorer, Google Earth the generated 3D models are presented as 3D using Google Earth. Mapping General Directorate (HGM) brought into use HGM-Atlas and HGM-Küre applications on 24 January 2019. Thereupon; the presentation of the 3D models produced with the national application of HGM- Küre has been also taken into consideration in the thesis study and the integration of the Model models with the HGM- Küre has been ensured. Due to the fact that 3D models produced can be presented with domestic and national infrastructure, it will be possible not to pay fees paid abroad for similar applications and to prevent the collection of personal data through similar foreign applications.
