Abstract (EN)

In the Ottoman Empire, assignments and appointments were made in line with the decisions taken at the Divan-ı Hümayun. Appointment certificates, dismissal and release of middle and lower level civil servants other than viziers, beylerbeys and fief holders were recorded in Ruus Books. The Ruus Books, which are now housed in the Archives of the Presidency of the Republic of Turkey, provide important information about the central and provincial organisation of the Ottoman Empire from the 16th century onwards. In this thesis, Kamil Kepeci's Ruus Book No. 249 (996/1587-1588) is analysed. Within the scope of the study, the diplomatic features and language of the book are discussed in detail and the book is transcribed. Afterwards, the data obtained on who was appointed to which positions are presented in tables. The analysed ledger contains information on the appointment, dismissal and release of officials such as timar, zeamet, sergeant, and müteferrika. There is also information on the institutions where the officials worked, the reasons for their appointment, the salaries they received or the conditions under which they were appointed, and the kaza, district, township, township and neighbourhoods where they served.
