Lack of residence and requirement of sheltering are the main reasons of occupation of public lands and plots. Migration to cities from villages commenced with increase of unemployment rate in the villages due to development of the industry and intensification of employment possibilities in cities and their vicinities. People came to the cities has begun to construct slum houses around the cities or areas called as urban lands in order to meet their sheltering requirements. In this study, actions that may be taken against occupation of public lands and plots are tried to be explained. In the first part, urban land concept is mentioned; short history, characteristics and importance of the urban land are explained. In the second part of the study, urbanization, slum houses, migration and residence problems affecting the occupation of the lands in our country are mentioned. In the third part, laws issued by the institutions in connection with public lands in our country and execution of these laws are explained; and information on the status of forest, shore, foundation lands is given. In the fourth and last part of the study, reasons of land occupation are explained and proposals have been made for required actions regarding this matter.
