Abstract (EN)

In the world that the change speeds up, the importance of human being factorin business life is mounted up. The most significant input of organizations thatproduce goods and services is human being. Mutually, there are some individualexpectations from organizations that they work in and organizationalexpectations from individuals who work for. It is necessary to determine theintegration between organizational objectives and employees objectives.Meeting expectations of the employees is also going to obtain to coming trueorganizational objectives. It is possible to benefit from incentive theories inincreasing organizational effectiveness. Motivation is a collimator force. If youwant to motivate employees, it is necessary to know the factors driving themand to meet their necessities. Today, human resources departments, in addition,emphasize on motivation management. In this thesis, the factors motivatingpublic employees are preceded using with analytical hierarchy process method.A guide ordering about that managers inclining on which motivating factorsused is performed.
