Abstract (EN)

It is no longer sufficient for institutions or organizations to renew and change their existing structures, production processes, control and audit stages.These processes often appear as processes in which the human element is not taken into account or even ignored.The fact that the human factor is not taken into account affects individuals on the one hand and institutions on the other. As a result of not taking individuals into account, satisfaction and motivation feelings of individuals decrease, performance and productivity are lost. For an effective human resources management, the feelings, thoughts and needs of individuals should be met at minimum levels by the institution. In the literature, one of the practices that will increase professional satisfaction is accepted as the adoption and implementation of business ethics principles by institutions. Throughout the study, the question of whether there is a meaningful relationship between the concept of work ethics and the concept of job satisfaction will be emphasized. The study consists of 3 parts in total. In the first part of the study, the concepts of ethics and business ethics will be emphasized, how these concepts emerged in the historical process, through which approaches they were brought to the literature and the factors affecting them will be discussed. In the second part of the study, the concepts of satisfaction and job satisfaction will be emphasized, how these concepts emerged in the historical process, through which approaches they were brought to the literature and the factors affecting these concepts will be discussed. In the field research part, which is the last part of the study, a likert scaled questionnaire measuring work ethics and job satisfaction levels will be applied to the employees of the Libyan Ministry of Labor. In the research, two scales measuring the levels of job satisfaction and work ethics, which were previously analyzed for reliability and validity, will be used as data collection tools. The data obtained from the employees of the Libyan Ministry of Labor were analyzed with the SPSS 21 package program. As a result of the analysis, a significant relationship was found between the work ethics and job satisfaction levels of public sector employees.
