Public employees' perceptions of good govarnance: An application on Kocaeli Governorship

Especially as the world becomes more and more global, both the private and public sectors are in a serious change and transformation. The change in the private sector has affected the social and cultural structures of individuals, and the transformations in the public administration system have caused the expectations and wishes of the citizens to change. As a result of this change process, it is seen that many new concepts take place in the management science literature. In line with the essence of the study, the concept examined in the study is the concept of good governance. The concept of good governance, which is the subject of the study, has been handled on the basis of the principles of transparency, accountability, participation, efficiency, rule of law, equality, strategy, as determined by the World Bank. Following the examination of these principles, the legal arrangements made in order to ensure that good governance principles in the Turkish public administration system are effective and efficient are discussed. The main purpose of the study is to understand the perceptions of good governance of public employees working in Kocaeli Governorship Office and to determine their awareness levels against good governance principles. A questionnaire was applied to all Kocaeli Governorship employees, a total of 264 people, throughout the study. Looking at the results of the fieldwork, it has been determined that the institution has a high level of awareness about good governance principles, but there are deficiencies in practice.
