Attitudes of public employees towards the new approach of public management: Kastamonu province case

Globalization, which has affected the whole world, has caused many developments and at the same time led to the change of many concepts. This global change and transformation has caused many administrative and technical changes. Along with these changes, the institutions, systems and understanding of the countries have led to great changes. Throughout the study, how these changes are reflected in the understanding of management, how individuals adopt these changes, and how these changes are understood by institutions are discussed in detail. The study consists of 4 parts in total. In the first part of the study, there is an introduction. In the second part of the study, how the traditional understanding of public administration emerged in the historical process and by which approaches it was introduced into the literature will be discussed. At the same time, the features of traditional public administration approach are discussed under headings. In the third part of the study, after the explanation of the traditional public administration understanding, the factors that led to the emergence of the new public management understanding, the criticisms and approaches that the new management understanding emerged as a result, and the strategies of the new public management understanding were discussed. In this way, the differences between traditional and new public administration have emerged more clearly. In the field research part, which is the last part of the study, a study measuring new Likert-scale public management strategies was used for employees working in institutions and organizations in Kastamonu. In the research, as a data collection tool, the new public management strategies scale, whose reliability and validity analysis was conducted before, was used. The data obtained as a result of the study were analyzed using the SPSS 23 package program. As a result of the analysis, the perspectives of public sector employees towards new public management strategies and the level of adoption of these strategies in their institutions were measured.
