An investigation of governor Recep Yazicioglu's civil service administration period in the framework of public service motivation theory

In this study, the attitudes and behaviors of Governor Recep Yazıcıoğlu as a civilian governor were analyzed according to Public Service Motivation (PSM) Theory. The study consists of four parts. Public Service Motivation Theory, which is the theoretical dimension of study, is examined in the first part. In this section, the research design of the study, namely 'the qualitative research method' and the sub-branches of this method which are 'Historical Research Technique', 'Descriptive Research Technique', 'Oral History Technique' together with 'Content-Document Analysis' and 'Semi-Structured Interview Technique' were examined. The second part of the study comprised of literature review. In this part, the memories of the civil governors, public administration reform reports and civilian administrative research were examined. In the third part, the transformation in the civil administration in the process from Tanzimat to the present has been discussed. In the last part, the works of Recep Yazıcıoğlu and the civil administration life were examined. In order to understand Recep Yazicioglu's world of thought, the works written by Recep Yazicioglu and works written about him were examined. In this section, interviews were conducted with 30 civilian administrators who had worked with Recep Yazicioglu. The interviews were analyzed with NVIvo-12 qualitative research program. As a result of the study, the attitudes and behaviors of Recep Yazıcıoğlu as a civilian governor were found to be significant and strong for the four dimensions of Public Services Motivation Theory. In addition, when the Recep Yazıcıoğlu's works and interviews with close colleagues were analyzed, 'false facts' were identified about him.
