Public private partnerships in public services provision: The example of Ministry of Health

Public service is one of the most referred concepts in law, political science and similiar fields.. The publice service which includes state?s facilities affects all of the people and whole society. There are big discussions about the owner of public service. Some people supports the market mechanism, some ones supports state. The Public Private Partneships (PPPs)is mixture of these different alternative approaches. This work focuses on the emergence of PPPs in the Turkish health sector. It tries to capture the changes that has been taking place. Via semi-structured in depth interviews conducted with public and private partners of the new PPPs this study aims to explore the differences between traditional public organizations and networked public organizations . There are some porblems which searched for answers. Why does network form of organizations emerged in public administration? Can the network organizations response to the complex issues of service provision ? What are the new issues with the PPPs in Turkish health sector? How is Turkish PPP procedure?
