Abstract (EN)
In this study, security and public security phenomenons are reviewed conceptually, and theoretically. The ultimate responsibility of the state is is to maintain the public order and to ensure a peaceful and safe environment. Furthermore, another task of the state is to maintain the public security as a great organisation. Scoping the concept of public security, which is seen in national regulations as a reason to restrict fundamental rights and liberties, is highly important to assure legal certainty and limitation of power. The state fulfills these tasks through the law enforcement officers. The tasks performed by the law enforcement officers are called law enforcement activities. These activities may bring some restrictions to the fundamental freedoms. In classical perception, the public order which is charecterized as the aim of the law enforcement activities, includes the elements which are security, peace & quietude and health. The modern perception appended these elements to new elements which are public aesthetics, human dignity, public moral and to protect individuals from themselves. Law enforcement units in Turkey, which organized to maintain the public security, are examined as judicial – administative police and special constabulary.
