Abstract (EN)
With the effect of the globalization process nowadays, transformation in all areas affects countries. Countries need new structures and systems to successfully manage this process. However, only their existence is not sufficient, and new regulations and systems are provided with the arrangements to be made in the existing laws. The universities, which are one of the areas where change is experienced, have differed in quality and quantity. Thus, in the process of change and transformation, there is a need for educated individuals for the areas where the society is expected to develop. With the increasing number of students with the opening of the required units, universities have become the units that affect a large part of the society. At the same time, this increased the diversity of the activities of universities. However, every activity is a cost factor. state universities spend their activities in Turkey, the budget appropriations which had been prepared by the Ministry of the Treasury and as a result it is deemed appropriate, the rules are accomplish in the framework of the legislation. It is wondered how much of the appropriations they have received as a result of the impacts of the universities on many areas and the amount of the expenses they have received. Learn this; It is possible to provide financial transparency, which is the basis of our subject, by preparing and publishing the financial information in a timely manner, systematically and in a way that everyone can understand. Istanbul University has long history in this context, the relatively high number of students and publish their financial reports covering the budget among other universities in Turkey are contributing to the provision of financial transparency.
