Abstract (EN)

The changes that have emerged due to the effect of globalization and the increasing competition have brought the need to be more planned and to keep up with the change. The various needs that have emerged have led universities to adapt to change, focusing on concepts that are important for strategic management and planning, such as quality, efficiency, accountability and therefore transparency, participation and effectiveness. Thanks to strategic planning, universities have the opportunity to recognize the position they were in, to create targets for the future including their feasibility plans and to monitor and evaluate the long-term status of the strategic plan. In this study, the strategic planning and the importance of the strategic plan in public institutions were examined and content of the strategic plan prepared by Kastamonu University for the years 2015-2019 was analyzed. The mission, vision, values, strategic goals and targets, strengths and weaknesses, opportunities and chances, which are stated in the strategic plan between the years 2015-2019, are evaluated and the extent to which the concepts that are important for strategic planning are included in the existing strategic plan of the institution are examined by frequency analysis method.
