Risk management in public organization: Bingöl province public hospitals example

Abstract (EN)

The international and European union integration initiatives in our country started in 2003 with Public Financial Management and Control Law. It is also the task of public organizations to develop risk assessment methods that are compatible with international practises and audit standards. In the folowing years, the COSO model of the action plan of public internalcontrol standards has been shown to implement these standards. Together with these legislative studies, public organizations have become obliged to develop their own risk management procedures. In this research, the applicability of institutional risk management system in public institutions is examined. In this context, the formation of institutional risk management culture and how to use risk management methods and techniques can be explained. İn the study, risk management system of Bingol province public hospitals is examined by questionnaires and interview techniques; the findings are evaluated by analysis method. According to the results obtained from the research, managers working in public hospitals in Bingol province are aware of the importance of risk management in the achievement of institutional objectives and that the resources required to support institutional risk management policies and practices can be allocated with a large majority and the constraints imposed on resource allocation are cultural and other reasons rather than budgetary is the result of what happened. Also it has been found that the majority of managers in Bingol provincial hospitals, low in the level of institutional risk management perception. It is recognized that managers are aware of the need for institutional risk management, Bingöl provincial hospitals are willing to corporate communication channels. that the risks associated with organizational goals and objectives have begun to work on documantation, training, and infrastructure but that these efforts have not been effective in providing effective risk management.
