In today?s competitive world, the most important tool for organizations is innovation, of which the primary source is information. Since it is an intangible asset, deriving, storing and reproduction of information have become considerably significant aspects for organizations? continuity. Intellectual capital, which is defined as information that can be converted into value, appears to be the indication of wealth provided to organizations by information. Considered as the most important treasury of organizations, intellectual capital consists of three elements, which are human capital, structural capital, and relational (customer) capital. Human capital covers workers? professional knowledge, ability of taking initiative, ability of creativity. Structural capital includes such values as organizational culture, documentations, databases of customer and market information, production processes, know-hows and copyrights, and information Technologies. Relational capital contains values that an organization gathers resulting from its relations with its external world. Since the 1990s, intellectual capital has entered into Turkish private sector organizations? agenda and there has been a considerable amount of investment on intellectual capital. The scope of this study, on the other hand, is to examine public sector organizations? standpoint with respect to intellectual capital.
