Abstract (EN)

Economy; is a social science that examines the production and distribution activities of good sand services to meet the needs. For a long time, governments have under taken public service provision to meet the sehuman needs.However, the difficulties, such as the inevitable increase in public expenditures, budget constraints, the lack of tax and similarin comes, led to the steps of marketization in the provision and financing of public service sand the policy of conducting the service by the government was left toprivate individuals.While the free-market economy policy adopted in the 1980s enabled the private sector to become a pioneer in the production of services, along with globalization and neoliberal policies, limited public fund sremainedin sufficient with the increase in service demandand technological developments, and the Public Private Partnership Model was on therise.In this study, the visibility of the financial burden on the state of the Public Private Partnership Model, which has recently be enused in a widerange of applications, in the financial statements will be discussed.
