Comparison of strategic management concepts and processes in puplic adiministration and private sector

The fast pace of world?s progress has made change inevitable both in public administration and in private sector. Strategic management that has been used in shaping the future of institutions for many years is now being used in public administration.The use of strategic management in public administration is based on the works done in the private sector and its use is becoming more popular with new reforms. The main discussion on strategy formulation is whether the strategy should be based on pre-expressed intentions (deliberate) or on behaviours developed within the time (emergent).In this study an applied analysis is carried out in order to measure the perceptions of public administrations and private sector enterprises about strategic management. According to the results of this study strategic management is used actively both in public administration and in private sector. This process has been mandatory for public institutions by recent legislations and is being widely used; thus, saved itself from just being a document. Another result shows us that in both areas top management is dominant in decision making. Finally while private sector institutions have the chance to use their past experience in their strategies, public institutions do both have such a chance since the idea is new to them.In this thesis it is aimed to put forward the understanding and process differences of strategic management between the private sector institutions and public institutions via a comparative analysis.Key Words: Strategy, strategic management, strategic management in private sector, strategic management in public associations.
